Sullivan criticized the idea, suggesting it’s unnecessary given the Premier League’s global success. However, EFL chairman Rick Parry disagreed emphasizing the widening gap between Premier League and other European leagues. The bill also proposes stronger tests for club owners and directors to prevent financial crises like those experienced by Bury and Macclesfield.
Additionally, clubs would be required to consult fans on key decisions and the regulator would intervene if the Premier League and EFL fail to agree on financial distributions. Parachute payments to relegated clubs were also discussed with Sullivan arguing they’re insufficient while Parry emphasized the need to bridge the financial gap between leagues.
